摘要:Urban flood control system (UFCS) is a collection of various measures to resist and mitigate flood. Security evaluation on UFCS is one of the most important measures to coordinate urban planning and flood control facilities construction. Considering the security is a fuzzy concept, in this paper, the security evaluation model on UFCS are constructed based on the theories of variable fuzzy sets (VFS) and relative difference function (RDF). In the model, the relative membership degrees and functions for various indexes are determined, and then the grade eigenvalues are calculated. Through changing the parameters in the model, the reliability of evaluation results is improved by averaging the grade eigenvalues. Finally, the security degree of urban flood control system is obtained from the evaluation results. The developed model is applied in Jinan for evaluating its validity. The method presented in this paper offers some new directions in the research of security evaluation on UFCS. Copyright © 2010 Binary Information Press.
